Employee Health Insurance Broker/Consultant Services RFP

UPDATED 4/6 - The Village of Elburn is requesting proposals from professional insurance agents who have significant experience in the public entity insurance market.  The Village will review these qualifications and select a licensed qualified Agent to provide specified services related to the management of employee health, dental and life insurance coverage. Proposers shall submit one complete original and two (2) copies of the original proposal. Submit all material no later than Friday, April 10, 2026, at 2:00 p.m.

The following two questions were received regarding the RFP. Village responses are in bold.

  1. Does the Village process COBRA internally, or do you use an outside vendor? If outsourced, who is the vendor?

    The Village processes COBRA internally.

  2. What TPA does the Village use for FSA and HSA administration?

    The Village does not have an FSA. First American Bank administers our HSA. In addition, Envision Healthcare handles our HRA.
